I think cart can only be one mode at at time, hence the single price always populated in the items.

You can use these keys in environment configuration:
$config[PriceProductConstants::DEFAULT_PRICE_TYPE] = 'DEFAULT';

so the doc is outdated here

BOTH is used only if you need to store GROSS and NET prices in DB & Redis,

Price mode is stored in Quote, which means that you cannot have both modes at the same time.

if you put e.g. GROSS to the config, in Backoffice UI you should see only GROSS prices on Product Edit page

I know, and I do, because we need to show them both later in the custom API. Doc points to old code, though, so I don't know how is that forced nowadays. Will recheck docs every now and then and maybe eventually it correctly shows the howto
