You could just use the Threshold module from Spryker: https://docs.spryker.com/docs/scos/user/features/202204.0/checkout-feature-overview/order-thresholds-overview.html

The B2C and B2B categorization is technically only a virtual categorization and you can use B2B modules in a B2C installation, at least from a technical point of view.
If the licensing allows to use B2B modules for a B2C installation is something I'm not aware of and might also be different in your contract.
