    If it's Windows\Mac, check that you have Docker Desktop up and running.
    If it's Linux, check if docker is up and running and there are no problems with rights\owner.

    I am not able to run docker/sdk up command

    Is it Windows or MacOS?

    Are you using WSL2? Then you have to tell Docker to integrate the distro: Docker Settings -> Resources -> WSL Integration
