    Did you set the APPLICATION_ENV before the command?

    I think you’re running this command from your Host machine, and not from inside VM

    But also as Dmitry pointed out, there is a message in error that says how you can solve the problem

    yes as suggested I added a file config/Shared/console_env_local.php and tried executing the command

    why aren’t you executing this command from inside the dev VM?
