You can use the https://github.com/spryker-middleware/process/blob/master/src/SprykerMiddleware/Zed/Process/Communication/Plugin/Stream/XmlInputStreamPlugin.php to read, build a mapper to transform it into the same data structure as the category.csv and reuse the \Spryker\Zed\CategoryDataImport\Business\Model\CategoryWriterStep to import your data.

another option would be to transform the XML into CSV by means of XSLT, if you are familiar with it, and then process CSV as it is out of the box
