Where have you found this link? Looks like very old one and the current should be this one it seems - https://documentation.spryker.com/docs/user-and-rights-overview.

Ok, seems like it's a known issue and our documentation team is currently looking for a solution.
Probably you've found this link in the module's readme which contains the old URL to the old documentation domain which is now owned by academy team and their learning platform.0 -
